After the first structure and when you have to follow the Pelican, you will see an empty structure. Go to the spot I show you and jump onto it, then go to the last support beam. Now you have to grenade jump. This is the only skull on Halo 3 which you HAVE to grenade jump, so if you don't know how, learn it, jump + crouch is helpful too. If done right, you can get your skull.
